On the Cuestars website it says:
My name is John Hunter and I run Cuestars, which provides Junior Sections, and, for all ages, grass-root snooker tournaments across the South of England. Cuestars has more than 250 players registered and 20+ clubs affiliated.

Rather than just provide tournaments, Cuestars is more of a development pathway. They coach juniors and prepare them for events such as the English Partnership for Snooker and Billiards (EPSB) Regional Junior Tour.
They have a good record of success in developing national champions and even professional players.
They also run an online coaching academy and membership “Gives full access to the Academy Levels, Routines, Practice Challenges and Quizzes.”
